In eastern Minnesota overall, the number drops below 33.3%.
In Minnesota overall, the number drops below 17%.
Within the US overall (excluding Minnesota) it drops below 2.5%.
(Indeed, the Governor of Minnesota says as much in his Monthly Report to President Powderly in March. That 'The plan towards Linguistic Harmony is on schedule'.)
President Powderly receives another report that 'pacification' is 90% complete in Georgia. After a meeting with the Central Committee of the Democratic-Republican Party he moves the territory up in the Re-admission schedule.
Montana is admitted to the Union as a State on the 8th of November. Of course, this matters little, given the Totalitarian nature of the Powderly Administration.

Scotland abolishes the autonomy of the City of Aberdeen. The transition period as laid out in the the Xth Treaty of Aberdeen had expired. There is little protest in the city (other than some strongly worded Newspaper Editorials).
The Tsar receives reports of Ottoman weakness in Crimea. After some consultation with other nobles, He then begins preparations for a quick invasion the next year (albiet with limited forces, given that he's more interested in Central Asia).
Africa
In Kongo. Christian missionaries operating in areas where they hadn't before, after various rebellions are crushed. (While missionaries had been going into the conflict zones before, peace means that they are able to go in greater numbers.)
Asia
The Taiping War continue, with the German backed rebels gaining much land. (Especially since the German supplied weapons are superior to the native ones...)
Dutch influence grows in the Sirvjaya War of Succession. (For instance: the number of 'Volunteers' increases.)

Centralisation of power in the Federal Government continues. (A conference of State Representatives is held early in the year to discuss Federal encroachment on State governments' responsibilities...)
Antipodea annexes Norfolk Island.
This is hardly noticed in the great scheme of things, but this results in piracy in the Tasman and Coral Seas dropping off dramatically.
In Brucia, Ned Kelley, the leader of a recent failed rebellion, is executed via firing squad in the town of Glenrowan. (He was to be transported elsewhere for his execution, but there were fears of supporters attacking the train and rescuing him...)
New South Wales
Armidale's population reaches 2400.
The New England Campus of the University of New South Wales is established.
Dubbo's population reaches 4000.
The railway between Dubbo and Coonamble is completed. (OTL, it was completed in the 1900s.)
